Several Measures to Promote Stable Scale and Optimized Structure of Foreign Trade in Shanxi Province

I. Strengthen Trade Promotion and Market Expansion

1. Enhance Support for Enterprises Participating in Domestic and International Exhibitions   

Select high-quality foreign trade enterprises and those with export potential to participate in major national exhibitions such as the China International Import Expo (CIIE), China Import and Export Fair (Canton Fair), China International Fair for Trade in Services (CIFTIS), and China International Consumer Products Expo (CICPE). Organize international events such as the Taiyuan Energy Low-Carbon Development Forum. Continue implementing the “Thousand Enterprises, Hundred Exhibitions” action plan for global market expansion, host the “Shanxi Brand Promotion” activities and overseas self-organized exhibitions by the Provincial Department of Commerce, and support more enterprises in participating in exhibitions.  

2. Facilitate Cross-Border Business Travel    

Strengthen promotion of the APEC Business Travel Card and encourage more foreign trade enterprises to apply for and use it. Implement national measures to optimize pre-travel health monitoring and streamline visa processes for overseas clients visiting Shanxi, fostering international business exchanges and partnerships.  

3.Improve Market Expansion Support Services    

Strengthen collaboration with economic and commercial offices of Chinese embassies and consulates abroad to provide SMEs with key exhibition information and create trade opportunities. Leverage overseas liaison offices of the Provincial Council for the Promotion of International Trade (CCPIT) to offer services such as information consultation, business matchmaking, and commercial legal support. Utilize country-specific trade guides to help enterprises explore markets in developing countries and regions like ASEAN. Support Taiyuan City and the Shanxi Comprehensive Reform Demonstration Zone in playing a leading role in stabilizing foreign trade.  

II. Stabilize and Expand Imports and Exports of Key Products    

4. Boost Automotive Exports    

Encourage provincial financial institutions to innovate financial products and services, providing financing support to automotive enterprises under legal and risk-controlled frameworks. Support automotive enterprises in building international marketing systems and enhancing capabilities in overseas branding, sales, and after-sales services. Advance the pilot program for used car exports in Taiyuan City.  

5. Enhance International Cooperation in Large-Scale Equipment Manufacturing    

Encourage financial institutions to meet reasonable funding needs for exporting large-scale equipment and overseas engineering projects, promoting integrated development of engineering, procurement, construction, and operation (EPCO).  

6. Expand Imports of Advanced Technology, Equipment, and Resources   

Encourage enterprises to increase imports of advanced technologies and equipment.  

III. Strengthen Fiscal and Financial Support    

7. Enhance Trade Financing   

Recommend “white list” foreign trade enterprises to financial institutions to improve financing efficiency. Promote commercial financial institutions to enhance services in trade financing and settlement.  

8. Increase Financing Support for SMEs in Foreign Trade    

Encourage insurance institutions to collaborate with banks in providing tailored financial products for SMEs. Guide financial institutions to adopt technology-driven online financing solutions and improve financing accessibility. Support government-backed financing guarantee institutions in offering credit enhancement services to eligible SMEs.  

9. Optimize Export Credit Insurance   

Expand the coverage and scale of export credit insurance. Strengthen support for new trade models like cross-border e-commerce and improve underwriting and claims settlement conditions.  

10. Facilitate Cross-Border Settlements   

Expand the pilot program for trade foreign exchange facilitation to include more high-quality enterprises and regions. Encourage banks to include more enterprises in the cross-border RMB settlement facilitation policy.  

IV. Accelerate Innovation in Foreign Trade    

11. Stabilize and Upgrade Processing Trade  

Strengthen factor guarantees in energy, labor, and capital to attract processing trade industries relocating from eastern China. Support cities in applying for national processing trade industrial parks and participate in the China Processing Trade Products Expo. Develop bonded maintenance services in Taiyuan Wusu Comprehensive Bonded Zone.  

12. Advance Trade Digitalization    

Support third-party digital solution providers in serving SMEs. Learn from the Guangdong-Hong Kong-Macao Greater Bay Area’s digital trade practices to build Taiyuan into a provincial trade digitalization pioneer and empower the entire trade chain digitally.  

13. Develop Green Trade   

Support enterprises in green design and manufacturing, promote certification of energy-efficient and green products, and help emerging green products enter international markets.  

14. Foster Cross-Border E-Commerce Innovation    

Help traditional foreign trade enterprises expand sales channels via cross-border e-commerce and build independent export brands. Encourage export-oriented industrial clusters to adopt the “cross-border e-commerce + industrial belt” model to boost B2B exports. Strengthen IP protection awareness and guide enterprises to mitigate IP risks. Accelerate the development of Datong and Yuncheng Cross-Border E-Commerce Pilot Zones and support Taiyuan in becoming a national exemplary pilot zone.  

V. Optimize the Foreign Trade Environment    

15. Respond to Unreasonable Foreign Trade Restrictions   

Provide training and guidance to cities and enterprises to help them address unreasonable trade barriers and alleviate operational challenges.  

16. Enhance Trade Facilitation    

Accelerate the development of the “Single Window” platform for international trade (Shanxi Version). Promote policies like "joint customs clearance" and "direct shipside pickup" to improve logistics efficiency. Implement diversified tax guarantee mechanisms to reduce corporate burdens. Strengthen credit cultivation for foreign trade enterprises to increase the number of AEO-certified enterprises. Simplify export tax refund procedures, enabling automated declaration of customs documents and invoices to better serve enterprises.  

17.Maximize Free Trade Agreement (FTA) Benefits    

Guide enterprises to leverage FTAs such as the Regional Comprehensive Economic Partnership (RCEP), align with MOFCOM’s industry-specific application guidelines, and conduct regular training and corporate outreach to improve FTA utilization.
